Specifically the red haired man giving commands, with the machine responding — stating that it was foreign powers, and delivering a phony cover story for the lizard men.

  • This is an early applied tactic of pushing blame elsewhere (foreign powers) — programmed right into the conclusion of the episode as a predictive conditioning mechanism.
